With reference to Sir Henry Blake's Des-
patch No. 292 of the 17th. June, 1903, relative to the ap-
pointment of an Assistant Secretary in the Sanitary Depart-
ment which was approved in your telegram of the 24th. October,
38509 1903, I have the honour to inform you that I propose subject
to your approval to abolish this post and to substitute for
it a Principal Clerkship, to be classed among Prize Appoint-
ments, at a salary of £230 rising to 2280 by triennial incre-
ments of £25.

My reason for making this alteration is
that now that the Staff of the Department and the general
public have become familiar with the working of the Fublic
Health and Buildings Ordinance (No. 1 of 1903), two Secretaries
of the Cadet Class are no longer needed. The work in the
Secretary's Office is mainly clerical, and with the help of a
responsible clerk the Secretary alone should be able to deal
with it.

I have placed the initial salary of the
proposed appointment at the comparatively high figure of £230,
as the duties of the post, comprising the issuing of instruc-
-tions
